Ex-gratia to accident victims

ITANAGAR, Nov 25:  While deeply mourning over the death of three people in the tragic road accident at Kalamati between Tabasora and Yomcha, on November 23 last, Chief Minister Nabam Tuki has announced ex-gratia to kith and kins of the deceased according to government norms. He also wished for speedy recovery of the persons who were grievously injured in the fatal accident.

He appealed commuters and vehicle drivers to be extra cautious while driving in the curves of hilly terrains to avoid such kinds of unfortunate incidences.

 

Org unhappy with road work

ITANAGAR, Nov 25: The All Sangdupota Circle Youth Association claimed that Gohpur-Jote road is in dilapidated condition due to poor maintenance executed by PWD Doimukh division.

The Association alleged that even though Chief Secretary Ramesh Negi in October last directed for proper repairing of said stretch of the road, the PWD is compromising with the quality.

The Association has threatened to initiate action against PWD if they fail to repair the Gohpur-Jote road at the earliest.

 

Education, socio-economic awareness camp

ITANAGAR, Nov 25: All East Kameng Students' Union (AEKSU) conducted its first phase of educational cum socio-economic awareness tour in various remote and far flung areas of the district from November 17 to 25.

Awareness meeting on women empowerment, drugs abuse, Swachh Bharat Abhiyan, tourism and hospitality, dis-advantages of early marriage, importance of games and sports and legal were organized in various remote schools and villages under Pakke Kessang, Bameng and Chayangtajo constituencies by the students of the union, who were divided into three teams—one for each constituency. During the tour, each team claimed to have found poor functioning and performance of various schools, absenteeism by teachers, poor implementation or non implementation of Mid Day Meal scheme. The union also claimed mis-use of fund meant for students’ uniform in various schools.

The union warned all the absentee teachers to immediately report for duty in their respective school and pay the school uniform money to students or else the union will take up the matter with higher authorities for necessary action.

The team headed by the union president covered the Pakke Kessang constituency and its adjoining areas while the team ‘headed by the Union’s general secretary visited the Bameng constituency and its adjoining areas. The team led by the Union’s Vice President covered the Chayangtajo constituency and its adjusting area.

Team led by the Union president also visited the Dikalmukh village and interacted with the public, officials, students, villagers and Gaon burahs. Later, the team visited the memory of Lt Gambu Nabum, former president of AEKSU.

AAPSU Finance Secretary Suraj Tayem, Co-Convenor Ashing Sonam and Information and Publicity Secretary Lota Singhi also formed part of the touring teams as resource persons.

The Union decided to conduct similar programme at Seppa (East) and Seppa (West) constituencies shortly.

 

 

SIRD conducts block level training on planning process under IPPE-II

ITANAGAR, Nov 25: The three days training on planning process, household survey, conduct of Gram Sabhas, uploading of information under My Village My Development Plan Initiative under Intensified Participatory Planning Exercise-II for block level planning members of Papum Pare district concluded at the conference hall of State Institute of Rural Development (SIRD) here today.

The training programme dwelt on the process of planning in details. Trainees were asked to do hands on practice on data collection for household survey, compilation of data and detailed process of situation analysis during the training.

The training was attended by block planning team members from entire blocks of Papum Pare district.

 

Association dismayed with Taga comment

ITANAGAR, Nov 25: The All Sangdupota Circle Youth Association today expressed dismay over the move of the leader of opposition Tamiyo Taga to give political colour to Tarasso firing incident.  The association alleged that by doing so, Taga has betrayed his fellow Arunachalees.

Further, they added that people of 14th Doimukh assembly constituency resents the way Taga dragged speaker Nabam Rebia, who is local MLA into the Tarasso incident.  While seeking apology, association called upon Taga to prove his allegation.

All Party Meet endorses curative

petition on refugee issue

ITANAGAR, Nov 25: All Party Meeting held today under the chairmanship of Chief Minister Nabam Tuki has unanimously endorsed the State Government to file curative petition before the Supreme Court with respect to permanent settlement of Chakma and Hajong  refugees in Arunachal Pradesh.

The participants raised serious concern over the one-sided ruling of the apex court of India in its September 17 judgment and subsequently rejecting the review petition for hearing in open court.

The meeting also endorsed the State Government to take up with the Union Ministry of Home Affairs for filing curative petition from MHA as they being the respondent No. one  in the 17th September judgment.

The meeting was attended by representatives of BJP, PPA, NCP and INC.

The Supreme Court had rejected the govt of Arunachal’s application seeking permission for review petition and to file additional facts and documents regarding the Supreme Court’s verdict granting citizenship to Chakma and Hajong refugees.

The Court in an order issued on Nov 19 states that applications for permission to file review petition and hearing in open Court are rejected.

Aggrieved at the Sept 17 Supreme Court decision to grant citizenship to Chakma and Hajong refugees who fled to India between 1964-69 from Chittagong hills, Bangladesh, following religious persecutions and environmental displacement because of Kaptai Dam, the state government had filled for review petition on Oct 26. The petition also questioned the SC stand on non-applicability of Inner Line Permit for refugees whereas any non-indigenous person, including the government officials are required to have one to get entry into the state.

Along with govt of Arunachal Pradesh, All Arunachal Pradesh Students Union has also decided to file curative petition while the Minister of State for Home affairs Kiren Rijiju said that Home Ministry will challenge the Supreme Court decision.

Tuki calls for preservation of local dialects

ITANAGAR, Nov 25:  Echoes of log-drums and gun-shots reverberated in the atmosphere as Noctes of all ages with their best traditional attires celebrated Chalo-Loku here with much fanfare.

Joining the Nocte brethren in offering prayer to almighty Rang for his blessings for good health, happiness and wellbeing of all on the joyous occasion, Chief Minister Nabam Tuki lauded the Noctes for zealously preserving their rich culture.

“You are proud bearers of a very rich culture. Your ancestors have preserved it zealously for you. Now it is your turn to pass it on to the next generation,” Tuki emphatically said.

Lauding the Noctes for embracing peace and development, he informed that under special development package, 1500 youths were employed in police department out of the 1900 posts from the district and the remaining posts would be filled in the second phase. He specifically informed that under the NARCOM scheme which is being implemented in the three districts of Tirap, Changlang and Longding would facelift the economic condition of the people.

Tuki exhorted all to preserve and protect the rich local dialect which gradually is at the verge of extinction. He called for documenting the rich cultural heritage and local dialect to save them.

Earlier, he unfurled the Chalo Loku flag and released a Nocte music album.

Minister Jomde Kena said that the celebration would strengthen the emotional integration and foster the feelings of brotherhood and mutual understanding amongst the people of the state besides bringing prosperity, happiness and tranquility in the society. All festivals are harbingers for the wellbeing and prosperity of the humanity and the Noctes also celebrate the festival with the same goal and the festivity would foster better understanding and spirit to work for the greater welfare of the people.

Also present in the celebration were Minister Tirong Aboh, Parliamentary Secretaries Nikh Kamin, Pani Taram, Bamang Felix, Gum Tayeng, Karya Bagang and Tapuk Taku and officers from Tirap and Longding.

 

 

CM’s ‘come back’ appeal to disgruntled MLAs

ITANAGAR, Nov 25: Chief Minister Nabam Tuki appealed to those party legislators, who are camping in New Delhi, to return to the state and devote their time and energy in developmental works.

“On this joyous occasion of Chalo Loku, we are missing some of our friends, whose presence would have added more colours to the celebration. I appeal to my friends to come back to the state and their home constituencies and start developmental works. What we have promised to our people during elections need to be delivered,” Tuki said while addressing the public at Chalo-Loku celebration here today.

“The state has limited working season and all should make good use of these seasons to deliver their best to the common people,” Tuki said.

At the same time, Tuki made it clear that the wagon of development would not stop due to absence of few of the lawmaker friends.

 

 

Ruksin deserves to be included

under Smart City: PR leaders

RUKSIN, Nov 25: The public of Ruksin area including the PRI members have demanded the authority concerned to include Ruksin Township in the Pasighat Smart City project.

The PRI members of Ruksin led by ZPM Tonggeng Panyang in a recent meeting unanimously decided to move the State as well as the Central Government for urbanization of Ruksin ADC Headquarters and to include the township under the Smart City project.

The leaders in a representation recently submitted to Union Urban Development Minister, M Venkaiah Naidu stated that Ruksin area under Pasighat-West constituency has got every reason to be included under  Smart City project.

The panchayat members in their representation noted that Ruksin area bordering Assam has strategic importance. Ruksin Township serves as a gateway to four Siang districts and Lower Dibang Valley districts. Moreover, state government-run Industrial Growth Centre (IGC) at Niglok,  proposed BG rail station of NF Railway, 103 Army Brigade HQ at Rayang and First Referral Unit of government hospital and two well-equipped Private Nursing Homes are set up in the close proximity to Ruksin town, informed the representation.

The PRI members also drew the attention of the Union Minister to the urgent need of beautification of the Ruksin township through improvement of civic amenities.

While stating that smart solution of the problems in Ruksin area is not possible through normal funding, the PRI members sought the central government’s intervention to develop the area under Smart City plan. The living standard of the people would only be improved when they are provided with the basic civic amenities, and this would be possible only when the township is included under Smart City project, they opined.

 

 

Kahfa warns students orgs of the peril of becoming political pawns

ITANAGAR, Nov 25: People’s Party of Arunachal (PPA) President Kahfa Bengia warned various students organizations of the peril of becoming political pawns.

Claiming that the contemporary students organizations are being used as pawns by the self-centered politicians for their selfish gains, the PPA President requested all students organizations to refrain from taking part in any political activties devoid of issues related to students welfare.

Reacting to the 10 days ultimatum given to the Governor by the All Nyishi Students Union (ANSU), Kahfa stated, "I had served the ANSU as the General Secretary during the year 1987.  We always confined to our activities only towards the welfare of the student community. I wish and pray the same spirit and enthusiasm should continue to prevail in any students organizations.”

“I request any students organizations to confine to their activities of the students community only, they should henceforth refrain from taking part in any political activities not at all related to the interest of the students community” he said and advised ANSU to withdraw its ultimatum.  ""Before questions are raised against the Governor of Arunachai Pradesh, we all must realize that because of the placement of Arunachal under Article 371 H in the Indian Constitution, the Governor of the state has been given overriding powers over any subjects that can be treated as within the purview of his discretionary powers.

Specially in a fluid political situation that we are going through at this moment in the state, the Governor is the sole political and constitutional head of the state."

 

 

AdiSU appeals to call off Siang bandh

No bandh on Nov 27 : DC

ITANAGAR, NOV 25: Adi Students’ Union (AdiSU) appealed for calling off the proposed Siang district bandh on November 27 in the greater interest of the people of the district.

“This day will be a new beginning of the developmental voyage of the new district. Let us hold the responsibilities for its development and prosperity brushing aside all petty differences, AdiSU said.

Being a nascent district, Siang needs special care and attention from the government, AdiSU said, and urged the callers to withdraw the bandh call.

Meanwhile, Siang Deputy Commissioner Dr. N Lego informed that there will be no any bandh on November 27 in the district. The DC claimed that the news item carrying 12-hr bandh call, which was published in ‘The Arunachal Times’ on November 24 issue, was issued  by some individual ‘without the knowledge’ of the Siang District Demand Committee.

The district inaugural function will be held as scheduled, Dr. Lego added. DIPR

 

 

Governor, CM greet people on the

occasion of Constitution Day

ITANAGAR, Nov 25:  The Governor of Arunachal Pradesh JP Rajkhowa has conveyed his sincere greetings to the people of the state on the occasion of Constitution Day.

On this day the Constitution of India was adopted. The Preamble to the constitution states of the nation’s resolve to secure to all its citizens justice, liberty, equality and fraternity, which is indeed very unique and which came into force on January 26, 1950. The Governor expressed hope that the Day which marked the beginning of a new era in the history of India will infuse renewed zeal and vigor amongst the citizens of the state and the country as a whole to uphold the values and spirit of the Indian Constitution.

In his message to the people of the state, the Governor said that the Constitution of India is one of the finest legal documents ever drafted and adopted by people of India. Being one of the lengthiest in the world with 395 Articles and 12 Schedules, its functional efficacy was doubted by many when it came into force on January 26, 1950. But all such doubts were totally dispelled in the course of the functioning of the Indian democracy under the Constitution. The Indian Constitution, which is a complex legal document, not only provides for the legal machinery but also defines and determines the relationship between various institutions and the areas of operation for the executive, legislature and the judiciary in a harmonious manner.

Dr. Bhimrao Ramji Ambedkar, popularly known as Babasaheb, who was Independent India's first Law Minister and the principal architect of the Constitution of India, immensely contributed in its drafting. The Day is being celebrated as a tribute to Dr. Ambedkar, who played a seminal role in the framing of the Indian Constitution as the Chairman of the Drafting Committee of Constituent Assembly and all other members of the Constituent Assembly, who also contributed immensely to the framing of the Constitution, the Governor said in his message.

Chief Minister Nabam Tuki has also greeted people on the Day.  The CM in his message remembered the architects and the great personalities who were significant in drafting the great Constitution of India. He further called upon the citizens to abide by the constitutional provisions which provide rights and privileges to each and every citizen of India and do their bit to uphold the constitutional sanctity.

 

 

Tsering Chotton adjudged Voice of Dakpaneng-2

TAWANG, Nov 25:   Tsering Chotton has been adjudged as winner of Voice of Dakpaneng-2 (VoD-2) and presented with the winning cheque of Rs 1 lakh by RWD Parliamentary Secretary, Jambey Tashi during the finale of the singing competition at Lumla general ground here on Wednesday.

Sonam Gyatso  and Tenzin Dhargey were declared as first and second runner-up respectively and were awarded with Rs 50 thousand and Rs 30 thousand while, third runner up Lungten Norbu and fourth runner up Tenzin Phurpa were felicitated with Rs 20,000.

Speaking on the occasion, Jambey Tashi said that the regional singing show is aimed at finding and nurturing the singing talents among the youths of the region and further announced to give a chance to the Top 5 contestants and come out with a Monpa audio album under the banner of Sang Tashi productions.

22 singers from various parts of 1- Lumla ST Constituency of Tawang competed with each other as the VoD-2 kicked off on August 20 last and got its best 5 singers after weeks of elimination.

NCW chief for women officers in every police station

NEW DELHI,  Nov 25: NCW chief Lalitha Kumaramangalam today said that having women officers at every police station would be a better initiative than the concept of all-women police stations in order to handle crime against women.

"Since this idea of all-women police stations have gathered a lot of momentum in the country, we realised that though they are good in small states, in the larger states there are many logistical problems and it is probably better to have at least two women posted at every police station.

That helps the police and also encourages complainant to come forward," she said at the concluding ceremony of three-day training programme for women police officers.

The training programme with special focus on crime against women was initiated as a pilot project for capacity building of women police officers from the level of ASI to Superintendent who could be Investigating Officers in matters of crime against women. A total of 57 women police officers from 17 cities were trained in various aspects of crime investigation.

The main objective of the programme was to upgrade the knowledge and investigating skills of the officers as collection of evidence and its representation play a vital role in strengthening any case.

The training was conducted by domain experts covering topics like status of women in the contemporary society, forensic science and crime investigation, changing pattern of crime against women in India, scene of crime, forensic medicine and post mortem examinations and problems and remedies.

Advocating for inclusivity of women in all fields of policing in this country, Vimla Mehra, the oldest women police officer in the country, said, "Instead of having separate police stations for women, we would like to advocate inclusiveness of women in police working in all levels and at all areas traffic including general policing, patrolling and police control room. We want women everywhere."

Kumaramangalam said there is very low prosecution rate in the country which deters people from coming forward and filing complaints.

"Even in rape cases, people often hesitate to come forward because they don't find a sympathetic attitude from police.

And the way the police behaves prevents the prosecution. So we decided to talk to the other side of the compendium especially women police officers. And we realised that often the women officers are not very well oriented or trained with new laws being added," she said. PTI

Landmark decision

The government of Arunachal has taken an important decision by deciding to replace head load system of PDS distribution with cargo helicopter lifting. This landmark decision if properly implemented, besides bringing down the level of corruption will also ensure that food grain reaches to the poor and needy. Principal Secretary Finance Satya Gopal informed this yesterday during a video conferencing with all the Deputy Commissioners and District Food & Civil Supplies Officers.

He also made it clear that state govt. will not accept any proposal for extension of the head load carriage contract system. Even if PDS contractors try to put pressure on government to withdraw this decision, they should not succumb. It is widely known that 1000 crore PDS scandal which rocked state years ago happened due to corruption practiced in head load system. Contractors indulged in rampant corruption while preparing bills for head load carriage system of carrying PDS item. Also most of the time food grains hardly use to reach the actual beneficiaries. Contractors use to sell the PDS item in open market and claimed false bill. However with cargo dropping system being introduced, the contractors will be under lot of pressure to make sure that PDS items reaches to the villages on time.

No payments were made to anyone

Dear Editor,

This is a clarification in response to the press release against me regarding PDS payments.

Firstly, I will state that it is true that I have received my payment on the directives of the Hon'ble High Court order.  In its order the Hon'ble High Court had very specifically directed the State Govt, to make the payment of the pending dues, at the same time the matter is not subjudice, and is not pending before any court of law.

I would also like to make it clear that the payment has not been done on anybody's mercy or favour.

Secondly, I deny and disaffirm, that not a single penny from this payment has been shared to HCM or to any State Govt. Officers. As far as the issuances of series of cheques, in the name of various Govt. Officials are concerned, these are baseless, untruthful, unfounded, unjustified and politically motivated allegations.

In this regard, I would like to clarify that not a single leaf, be it in the name of HCM or any State Govt. Officers has been issued from my side. The concerned Bank Officers and the Investigating Agency can answer better than me on this issue. I am always ready to cooperate fully with the investigating agency and earnestly urge them to bring the truth at the earliest and expeditiously.

Thirdly, I would like to make it clear to whosoever he or she may be, who claims any percentage of amount from this payment, I will never ever share any percentage of amount with anybody.

In this regard, I would like to clarify, that the transportation work against which payment has been made is fully and finally had been done by me only, be it involvement of any type of investment of any nature or the total for its successful execution till its completion, all has been only and solely done by me, then where the question arises of sharing my hard earned money with anybody.

Fourthly, I am also a public leader and I always believe in constructive politics and in my view politics should always be issue and policy based.

It is very unfortunate that keeping aside their moral and ethical values towards humanity and only for the cause of vested personal political interests, for gaining power and money one should not be granted to tarnish the image of any person who are the God fearing human beings and as well as law abiding citizens of the state. I will always vehemently condemn and oppose this type of politically motivated moves which will only bring unrest and will show a wrong path for generations to come.

I once again, like to make it clear that not a single cheque leaf, be it in the name of HCM or any State Govt Officers has been issued from my side and had never ever shared any percentage of amount with HCM or the State Govt Officers from this payment.

Lastly, I vehemently condemn the allegation leveled against HCM; in regards to this payment are baseless, untrue, unjustified, inexcusable, unfortunate and politically motivated statements.

Do not distort facts

Dear Editor,

It give us a sense of fulfillment to note that several budding artists & singing groups are now making their impressions in the field of music with lyrics, adding songs on Longte festival of the Nyishis. It is also satisfying to note that audio albums are being produced which have been well received by music lovers.

However, apprehensions are there that lyrics or writers engaged in such noble ventures may distort or deviate from the historical facts or socio-religious significances. Apprehensions are there that people may tend to emphasize more on agriculture aspects as in every agricultural society, agriculture aspects are given more weightage than other pertinent aspects.

Longte, though related to agricultural aspects too, is intrinsically blended with socio-religious, socio-cultural & socio-economic aspects. It is one of the oldest festivals of the tribes of Arunachal & popular festivals of the Nyishis. It has a glorious past, vivid historical background & socio -religious significances.

Any deviations from historical facts including myths, origin & purpose of the festival could disseminate negative and distorted impressions in the minds of enthusiastic readers and researchers. The Central Longte Celebration Committee would appeal all those engaged in research, scholastic studies, making audio visual albums & documentation activities to avoid deviations or distortion of historical background, socio economic, socio cultural & socio religious significance & constructive purpose behind celebration of Longte Yullo since time immemorial.

In this context, it is felt imperative to apprise that a mythology of Longte has been published in pamphlets by the Central Longte Celebration Committee in April last for ready references. Any such enthusiastic groups could go through the contents of the mythology and any such major ventures in future should keep in touch with the Central Longte Celebration Committee as confidence building measures.

Unnecessary comments

Dear Editor,

I vehemently condemn the statement on Speaker made before the media on 20th Nov by Leader of the Opposition Tamiyo Taga which has hurt the sentiment of the Indigenous people of Taraso circle and state as a whole.

It is matter of concern that without knowing the facts and circumstance of the boundary issue between state of Arunachal Pradesh and Assam, he made the statement before the media only to gain political mileage which is highly condemnable.

His accusation that "Speaker is also involved in the Taraso firing case" is completely irrelevant and concocted story.  Nabam Rebia is the local MLA of 14th Doimukh Assembly constituency and as such, it is his duty to protect and look after the people of their own constituency.

If he is really concern about the development activities of the state and its problems, please come out in open platform and debate for the same. Being a mature leader, he should think twice before giving any negative comment with regards to Taraso firing incident.

It is part of the investigation agency to ascertain the truth behind the incident of Taraso circle, and in that regard CBI inquiry is going on in the area but the wild allegation against the speaker is baseless.

Moreover, it has come to the knowledge of the people of boundary area, that Taga has no sympathies and sentiment for the people who are living in boundary area. Such people cannot be ruling the state and is unfit to hold the post of MLA.

Furthermore, my appeal and request to you is that if you have no guts to solve the long standing boundary dispute between the state of AP and Assam, than he should not inflame it either by giving statements.

I am one of the victims of boundary dispute between Arunachal and Assam since my childhood and I have witnessed many unbearable incidents and atrocities meted out by Assam.

Therefore please do not dilute the current political issue with Taraso firing incident; as it may lead innocent people to many problems.

Keep IG Park free

Dear Editor,

Through the column of your esteemed daily, I would like to place my view regarding the woes of Indira Gandhi Park, Itanagar. It is good for us that the park is situated in the heart of the Capital city.

Hence, anyone can easily come at any time to enjoy its fresh air and natural beauty. It is not only for us but for tourists as well. So we must take care of this lone Park because we have limited space in the Capital Complex.

There are many people who come regularly to play outdoor games, morning/evening walk and exercise at park as Park is silent and provides fresh air that refreshes our mind the whole day.

However, it is commonly seen that private functions and parties are organized at IG Park with construction of big pandal.

The ground is left dirty after dismantling of pandals with sharp bamboos, which is a risk for those who walk bare feet at the park. These events also create a lot of noise.

In the meantime, vehicles are running 24 hours inside the park that destroy the peace of the park and disturbs people.

So I would like to suggest that park gate should be opened from 7.00 A.M-7.00 P.M when there are no functions so that it remains silent and fresh in the morning as well evening hours.

It is also seen that some individuals have encroached IG Park too and such practices should not be repeated.

Furthermore, Park should be kept for people to go for walk, play and relax, not for the purpose of any private functions or vehicles running 24 hours. Therefore, the lone IG Park must be kept clean and pollution free.
